Minimum Charge

We sell custom netting panels online, where the customer choose their own desired length and width. The netting is charge per square foot, but I have a minimum order of $30 per panel.

I know I could setup a minimum quantity that wouldn't allow an order that cost less than $30, but I'd prefer to do it by price. If someone puts in an amount that comes up to less than $30, I'd like it to round up to $30, then above $30 calculate like normal. Is there any way to make this happen out of the box with NS?
