Presentation Tabs not honoring Audience setting

in Web Site / E-Commerce

I have a Presentation Tab with an Audience setting based on a dynamic group for a template website.  I'd expect users who are part of that group to have visibility to that tab but no luck.

Seems to be similar to this post:

Unfortunately I can't submit a support case since it returns an error.
