Promotions & Partial Fulfilments

I have been told that there are issues with promotion codes & partial fulfilments e.g. 10% discount on orders of $100 or more; $75 fulfilled & $25 on back-order; when the back-ordered item is fulfilled, the discount does not get applied.

Anyone else having this problem?
