Email Template - Broken Links %amp; not saving

I am having an issue with creating Email Templates with hyperlinks.  I have email templates that include a link to other pages.  These hyperlinks contain "%amp;"....When I save the email template, however, these %amp; are eliminated from the saved template and therefore break the link.

The only thing I can do right now is edit each email going out by putting the code back in, which is obviously not efficient.

Any help would be much appreciated!!!!
