Shipping cost by item doesn't calculate when overridden on item record

I've created a shipping item where the cost is by item.  And I have a number of items with the Shipping Cost field populated, thus overriding the default amount.  However during checkout, the cost of the shipping method select displays correctly, but the shipping cost is not showing up in the total.  So right next to the shipping method, it shows the correct amount.  But down below under the line items, the shipping cost is not considered and remains at $0.00.

I should mention that I have the scriptable cart enabled.  Is there an extra step I need to take for the cart to recognize overridden "by item" shipping costs?
