Shipping address in checkout

We're using a NS based-store and we have something of a complicated shipping process.

Because we deal in wine, under UK regulations we are allowed to sell wine 'under bond' - ie tax & duty deferred, so long as they are kept in specific government-approved bonded warehouses (ie not your house!!!).

Basically, we need the customer's billing address FIRST, and then for the shipping address, we need the following options (maybe some sort of radio button)

- same as bill address (house, office, whatever, in which case tax is charged)
- storage 'under bond' with my company
- storage in another approved warehouse (there would be a dropdown with a list)
