Category thumbnail and image files not displaying?

Using Netsuite Limited (or whatever the base is called now - formally Small Business). Just getting things setup with the new website.

Item images show no problem, but category images will not display. I tried flipping off the resize feature. No change. If I click on the image URL, copy&paste image address, it's not finding the image.

Images are set to "Available Without Login".

Anyone run into this?
