Can't find ability to enable Multiple Web Sites...

Am I an idiot or is the ability to enable multiple web sites not in Setup > Company > Setup Tasks > Enable Features like NetSuite documentation say it is?

I've looked through that page about ten times now and can't find it anywhere. I'm definitely logged in as Administrator, otherwise I wouldn't even be able to see this page. Am I missing something?:h_a_w:
