Web customers with terms to be given invoice option

At the moment you can set checkout preferences to 'Per customer basis' which means that customers with Terms set are given an 'invoice' option at web checkout -

I want to be able to offer the invoice option to only a few customers but all (20,000+) of our customers have Terms set

Is there a way for me to offer 'invoice' to a select few customers?
