There are no Shipping Methods available Help

For the most part, our cart seems to be working fine. I'm not 100% positive but we seem to be getting this error when the order is coming from a country that doesn't have insurance available through Endicia's insurance. It has happened for both Greece and Russia.

Is there some say to make it so the customer can order? They can't complete the order because of the error.

The only workaround I can figure is to create a bogus shipping method for people who can't enter a shipping method, then tell them that we will calculate the shipping and let them know or to charge an inflated flat rate and then fix the rate when we actually fulfill the order.
