Invalid Reference Number 30899 for Promotional Code

Our customers are getting an error message "Invalid Reference Number 30899 for Promotional Code" when trying to 'proceed to the checkout' from the shopping cart. 

It is not all customers but a good number as we are receiving a ton of phone calls.  We are not able to duplicate the issue and NetSuite support does not have any answers.  This is greatly reducing our online orders.  

Has anyone ever seen this error code and know how to fix it?
