Site Builder E-commerce Shipping Charges - Way High!

We are using the real-time UPS rates with our Netsuite WebSite and recently our shipping prices have skyrocketed....   Our clients are seeing prices like $42 to ship a 0.5 pound item in the U.S. 

We put the rate into UPS.com and get $9.00

We tried changing the online order to UPS RED ( next Day) and got $300 price back from our store.

Anybody experience this?  its happened more that once and NetSuite Tech Support is stumped. We think it has something to do with "BOX size" or now I'm hearing that Netsuite software does not know where the order ships from....
how can that be?  It should know the product is shipping from our location.
