Forgot password

Does anyone know how to implement a password reset on the web store if a customer has forgotten their password?

I'm trying to use the sendPasswordRetrievalEmail SuiteCommerce API. It works when I'm loggedin to the webstore but not when I'm logged out. This doesn't make any sense because why would someone need an password recovery email if they are already logged in?
