Published Form Not Showing Detailed Message

I published an Online Customer Form, and listed it on the Home tab of the web site.  But the Detailed Message that appears at the bottom of the original form does not appear on the Published form.  Why is that?

If I duplicate the detailed message in the Detailed Form Description field on the Published form, it shows up at the top of the Published Form, putting the information the customer needs out of order, and therefore not making sense.
