Taxes on Mulit Web Site (wholesale & retail)

Does anyone have ideas or a "work-around" on how to charge taxes on a retail site and not on a wholesale site? Netsuite does not support different tax options for different sites.
Current settings:
Items = Taxable
Customers = Not Taxable
Customers Default to Taxable = False
Charge Sales Tax on Store Orders = Per Customer Basis
Since most of our business is on the wholesale side we defaulted customers as non taxable. As a result, all new registered and non registered (guest shoppers) in our retail site are marked as non taxable.
Any input will be helpful!
