Reference Checkout 2.03 combiner.config and templates.config not triggering

Hello all,

We recently have downloaded Reference Checkout 2.03 (current version) and would like to start using it as soon as possible. However, the combiner.config and template.config files are not triggering and we cannot finish the setup.

If anyone has any information on this issue or how to resolve it, it would be much appreciated.
