Quantity pricing for overseas customer that does not pay Tax

in Web Site / E-Commerce

An item has Quantity Pricing in the Webstore which is specified as
Qty 1-11  $7.73
Qty 12 +  $6.82

The option "Price include Tax" is checked.
For local customer (Country= Australia in My Account), the price displays on the website correctly but for overseas customers (Country=United States), the Price include Tax still shows on the Website.

When will Netsuite checks and display the Quantity Price that is excluding tax for the Webstore and cart?

Standard Items without Quantity Pricing auto calculates accordingly but just not Quantity Pricing. Has anyone notice that?
