Reference Cart CSS not using the correct css in Custom Folder

I have custom my reference cart CSS, set the touchpoint and everything.

Somehow, my changes in the CSS did not seem to reflect on the website
I have set the precendence of Custom Cart to load when I view Cart.ssp and view Index.ssp and when the Custom Cart/Index.ssp loads, it still seem to use the CSS in the default Reference Cart folder. Shouldnt it automatically loadthe CSS that is in the Custom Cart folder since, all the ssp files are loading from there?

How can I fix it??
