Is there a way to check AVS street and zip before submitting an order?

I run our eCommerce site, and our administrator changed the rules for credit card orders to try to reduce the amount of fraud we get. We are now enforcing a check on avs street match and avs zip match. The issue I'm having is, the way it now works on the web store, the order is placed and looks successful to the user, and then after the order is submitted it does the AVS checks and then it instantly cancels the order and sends the user an email that their order has been cancelled.
