Offering promo codes that only discount products, not shipping/tax

Hello,

I am trying to create promo codes that will only discount the products in the cart. For example if they have a promo code for $100 off and orders $87 products + $15 shipping + $8 tax. The customer will have to still pay $23 dollars even though they didn't use all their $100 promo code. Is this possible? I do have access to standard and order based promotions.
