Promo Codes &Shipping Estimator Gone from Shopping Cart

Hello,

Promo codes and shipping estimator are gone from our shopping cart page with no explanation.  Our coders updated our item page on Friday and we got lots of calls from customers over the weekend saying they couldn't enter a promo code.... sure enough the promo code field is missing.  Is this happening on any other sites?
