Is there a way to offer free shipping on only select items without using coupon codes?  The NetSuite coupons are broken with kits if the coupon = "free shipping".  We use kits widely and really need to offer free shipping on a range of items.  This is killing our progress to migrate to free shipping.

PS: 9 out of 10 customers say that free shipping is their number one motivating factor to ordering online.
