Installing Google REMarking and Tag Manager on SiteBuilder Site

I am trying to install Both Google ReMarketing tags and the Tag Manager Tags, I have them in but I am not able to fine the <Body> tag.  The challenge is that these both need to be inside or just after the <body> tag and I can not find were I need to install the Tag.  Has anyone installed these tools on your E Store?  And if yes how did you do it..
