Publishing/Sharing Custom Snapshots

I have a custom report that I have created custom snapshot from.  I need others to use this snapshot, but it seems that they have to go through the steps to customize the report and create the snapsots themselves.  

Is there anyway around this?  The process of customizing the report is tedious, and my users are (frankly) just not up to the task.   

How can I create a custom report and snapshot and have others see the snapshot?
