Dashboard notification of Reporting/Search preference?

Our company endlessly shifts our report/search preference back and forth between period and date reporting depending upon whether we're looking at KPI metrics or financials that need budget data. 

I would LOVE to come up with a way to either:
a) provide dashboard visibility to the option selected in the Reporting/Search preference. 
OR
b) even better, to enable the user to change/select that pref from the dashboard. 

I know zero about custom code, but suspect there might be others out there that would benefit from more efficient means of toggling this option back and forth.
