Removing the "Set Preferences" / "Use Classic Interface"

Has anyone been successful with removing the "Set Preferences" tab that displayed once hovering over the Home tab on the home dashboard?

Or had any luck removing the "Use Classic Center" within the set preferences when viewing your dashboard?

Any help would be great!
