best practice to Assign Cases to 1099 contractors?

Hi,
I've been using NetSuite for a couple days now and I need to know the best way to setup a contractor that handles cases. 

I added him as a 1099 vendor, gave him access and assigned the role of support person.  I also ticked the 'Job Resource' box.  This configuration does not allow me to assign cases to him.

I did have him set up as a 1099 employee which worked fine for cases, but then I don't have him as a vendor to enter and pay bills on.

What is the best way to set up contractors so they can handle cases and invoice the work they perform?  Can his time associated with cases be used to generate bills (or checks) for him?  Does he need to be a 1099 employee and a vendor?
