billing time on open cases

does anyone know if this has changed recently - i believe that, previously, time logged on open cases would not be billed when you did a 'invoice billable customers' run. currently, time on open cases does get billed

this is a pain - it means that cases can show up on separate monthly billing runs, causing confusion to customers...

anyone have any insights or workarounds?
