Sending/recording brochures/literature request to Prospects and tracking conversion

What is the best method of sending and recording sales brochures/literature to "Prospects" who contact us?

We run Direct Response TV campaigns and people call us requesting a free information pack.  Our telephone agents (via the Advanced Partner Centre) will earn $0.20 for each brochure they send out (goal is to make sure they capture the Prospect's details).

After say 7 days the Agents will need to make a follow-up phone call to make sure the Prospect received the brochure and whether or not they would like to proceed and order the product. (Agents then earn $1.50 to convert the person).

It would be preferable if brochures don't have to be an inventory/stock item (as they're not).
