Promotion

I would like to do a promotion but I would only like for it to be applied to one price level (MSRP).  I would not like for it to be applied to people that are resellers for us and already pay less then MSRP and have a discounted price level.  I would also be willing to just do this for new customers if that would be possible.  I see the option for "all customer" and I assume that means everyone, new and current customers.  Anyone find a work around for this?
