Partners or customers? which one to use?

Scenerio: Customers are individuals or companies that uses Loyalty card to redeem rewards at Merchants (Also customer records).

Customers received rewards
Merchants received Carbon credits when customers uses cards at Merchants.
At the end of the month, pays Merchants commissions/Carbon credits

Need to know which Merchants/Customers referred people to program and pays commission

Currently, both merchants and customers are Customer Records.

If I need to track commissions/referrals from both customers and merchants, should I use Partners instead?
