Promo Discount and GL account

I am looking for a way to ship free product to marketing associates (and some vendors) at a 100% discount.  However, I only want the purchase price of the product to hit my marketing budget but the discount item I set up uses the sales price.  Our marketing budgets are based on purchase price not base price.

Any thoughts?
