Saved Search for Cases with 75% time passed to Deliver

Hi!

I want to make dashboard lists for Case time monitoring.
For example I have custom field in Case form - StartDelivery. We set manually date and time for each case when support is going to start working on case resolution.

I need to make saved search that will show all cases which have status “Not Started” and for which 75% of time from Incident date till Start delivery date has passed.

I found where I have to write formula but I can not find information about the right way of writting formulas. Is there available description for complete begginers how to write formulas correctly in Saved search without scripting.
