Quota Won't Display on Dashboard

I am trying to display an actual vs. Quota on the VP of Sale's dashboard with a KPI meter. It works under any role but his. On his dashboard Quota lists 0, and if you click the 0 he is able to see the full report.

I have changed every security setting I can find, but nothing has worked. The quota even shows on the Sales Management Dashboard role (which is identical to the Sales Management role).

This seems like an obvious thing he should be able to see..

Any ideas?
