Need to find and fill Digital Marketing Position - South Florida

We are a small wholesale distribution company based in South Florida looking to create a new in-house position in our company that creates, implements and optimizes all of our digital marketing efforts.  Here is a list of the types of projects they would work on:

Email list management
Setup and send email marketing campaigns
Setup and implement marketing automation campaigns
Search engine optimization
Pay per click advertising
Social media marketing
We use Netsuite

This is by no means the full list but hopefully you can see where I'm going.  While I know there are many consultants that offer these services we have used these services until now, but now find we need someone on a full time in-house basis.  What kind of a degree should they have?  What schools offer this kind of program?  Where is the best place to advertise and recruit someone with this skill set?
