Advanced promo Buy X get Y - multiplying

I am trying to create a buy X get Y (in this case, buy 2 get 1 free) promo for our account. I have done it, and it works - for one application.
The problem is that I cannot get it to multiply itself. So, it works if I put 3 items in the order, giving me the lowest priced item free. However, if I order 6 items, I want it to give me the 2 lowest priced items for free.
If they were all the same price, I could use tiers and set 200% etc, although this would require lots of tiers. However, these items will be at more than one price point.
