Accounting Preference UK Tax

According to Help, via Setup Accounting I can set:-
Default Tax Code – Select the tax code that is selected by default on item records and on sales and purchase transactions.

This feature is not available to us - how do I set the default tax code for sales and purchase transactions - any ideas?
