Problem importing items with VAT code of ES

Yesterday we discovered a problem whereby we cannot update the VAT code on items (via CSV import) where the VAT code is "ES".

All other VAT codes are OK, but using ES kicks up an error saying
"The purchaseTaxCodeRef element contains an invalid reference"

I reported the problem to NetSuite and they have said it is a new problem, but it unclear if it is just a problem with my account, or everyone.

So, has anyone been able to create or update the VAT:ES value on items????
