Tax Code no longer automatically completed

When entering a Cash Sale the Tax Code used to automatically be completed with VAT:Z when the customers country was USA.

However this no longer happens and we have to select the Tax Code ourselves. This only happens when the customer is from the USA all other countries appear to enter the Tax Code correctly.

Why has this started to happen?
