web store demands "county" field on address page

Our web store has started demanding that the "county" field have a value .  We get many of our orders from London, which has no county.  Is there a way to make it so that "county" is not a mandatory field in the shipping address/billing address forms of the web store?

This seems to be a new mandatory field.


UPDATE - Called by Netsuite and they say it is in fact now a mandatory field because of user request.  I asked to return this field to "optional" since people in London are now unable to use our web store.  Case # 628211.
