VAT tax not charging on shipping.

We have two subsidiaries, one in the US and one in the UK.  When we changed the VAT rate to 15% it seems that all orders stopped charging the tax on shipping.  Worse, it went back and recalculated all previous orders as well.  I called NS tech support and they could repeat the issue (will post defect when I get it) but I don't see anything in the community about it.  Has anyone else seen this or, even better, found a solution?  We just went live with NetSuite just a few weeks ago so we are really new so thanks
