VAT100 Report

Does anyone know the criteria which puts the value in Box 8?

"Total value of all supplies of goods and related services, excluding any VAT, to other EC Member States"

I understood this contained any sales using a tax code which is checked as "EC Code" - but this doesn't seem to be the case.
