VAT in Shipping Tables

I am setting up shipping items to use in our webstore. I am using shipping tables based on order value.

In our B-C webstore I need the shipping levels to be based on the order value including VAT.

In the UK, consumers expect to see VAT inclusive pricing, so if I want to advertise my shipping rates rates based on order value, the shipping levels need to be based on the order value including VAT.

I cannot base the shipping levels on order value excluding VAT as some of our products have a VAT rate of 0% and others have a VAT rate of 17.5%
