EU Sales List Online Filing Failure

I keep getting

The entire ESL submission to the tax site was rejected due to the errors listed below. You must correct the errors and resubmit the ESL.    GOV TALK ERROR ENCOUNTERED:   Raised By: Gateway  Error Number: 1046  Type: fatal  Description: Authentication Failure. The supplied user credentials failed validation for the requested service.


However all the credentials are correct as I can submit my VAT100 return via NetSuite without error.
