3rd Party Bundle

Hello, we are looking at a 3rd party vendor for a custom app they have that is installed via a bundle.  However, the bundle is not linked to SuiteApps.  I'm wondering if they are required to be part of the SuiteCloud Developer Network or anything in order to upload a bundle?  Does NetSuite do any kind of vetting of the vendors?
