Customer Budget vs Actual line up

I read another thread on this and it didn't seem to work for me.  I want to have a CUSTOMER budget vs actual report. 

The budgeted amount isn't lining up per customer.  I see the income actual, but the budgeted is grouped with the account total.  I verified various filters and they are in order.

Any suggestions?
