Report Filters

I'm trying to build a cash flow report where it only includes all GL accounts from 0001 to 9999 but excluding accounts 1200,1201 and 1202.

Can anyone help me with the report filter?  I have one filter that includes all account numbers less than 10000, and other that excludes 1200, 1201 and 1202, but that doesn't seem to work.   The report does not do the exclude.

Any ideas?
