Open Sales Order report to show only "Pending Billing"

Would like to customise the Order management report to show Sales Orders that are pending Billing for the whole financial year for folllow up with Sales Rep to check why the Sales Orders haven't been billed. COmmissions are paid on Sales Order when they are created.

Tried to change the filters to Open Sales Order date
1/06/2009 to 30/07/2010

Open Sales Orders > Order Status : Filter equals to Pending Billing but it is not working. Currently, it says Filter to OPEN and shows all the OPEN SALES order including those pending fulfilment..
