No filtering by end user

I have a report that I want my end users to run (let's say by department).  I've labeled the report "NAME:Department Name.  I don't want the user of the report to be able to change which department (or whatever my filters have been set) or any filters for that matter.  I want them to open the report and not be able to change it's filter options. 

For example, a saved search allows you not to put the filters at the bottom of the search - I'm not seeing this option at the report builder page.
