Department Restrictions - own, subordinate, and unassigned not working

I have created some department manager roles where I want them to view their Department overheads only but have full visibility on Sales reports.
To this end I've put Sales information like Income, and sales Metrics as "unassigned". Whenever I view reports by department the values are clearly shown in "No Department".

However, when I log in with the Department Manager Role the Sales values are never visible. The only way that I can get them to appear is to remove department restriptions.
What am I doing wrong?
